Your posting URL is automatically generated when you create a campaign with a lead provider. Once you create a campaign, a notification box is shown which contains the necessary URL. After copying that URL, paste it into an email to your contact at your lead provider. Once they take receipt of this, they should be able to post leads directly into your account.
